Board President Patrick Breslin (right) congratulates Dr.Michael Schilder upon his retirement, as Assistant Superintendent Cheryl Dyer looks on at the July 23rd, 2013 Board meeting. |
Ms. Dyer, currently employed as Assistant Superintendent,
also became Acting Superintendent upon the resignation of Dr. Michael Schilder
who retired this summer.
After her appointment Tuesday evening, Ms.
Dyer will assume a dual role, continuing to fulfill her responsibilities as Assistant
Superintendent, a position to which she is expected to return, upon the
successful resolution of a job search to find a permanent replacement for Dr.
Schilder.
Dyer will receive $177,500 as Interim Superintendent,
plus an increment of $877.50 as merit pay, should
she achieve certain specified goals. This compensation is effectively the same as that
of her current salary.
The maximum salary for a superintendent in a
school district the size of Bridgewater-Raritan is $177,500. Dr. Schilder had been earning in excess of
$200,000.
His contract was re-negotiated and grandfathered
with the BR-BOE just under the effective date of a new law limiting a
superintendent’s pay.
The revised agenda of the July 23rd
meeting shows that the BR-BOE entered into a second, late evening closed
session to discuss several matters, including “Interim
Superintendent Deliberation.”
After that closed session, the BR-BOE,
immediately came back into a late evening open session which lasted a mere five
minutes. No one from the public was
reported to have been in attendance to witness the proceedings.

During the last minute of that brief open meeting
– the
recording is available here – Board President Patrick Breslin asked, “On the matter of Interim Superintendent, is
there a motion for a resolution?”
Board member Lynne Hurley quickly responded with
“I have a resolution,” the text of
which she read. It authorized Mr.
Breslin to negotiate a contract with Ms. Dyer, and to present it to the BR-BOE
on August 27th, tomorrow’s meeting, for its approval.
That motion was immediately seconded by board
member Jeffrey Brookner.
Thereupon, Board President Mr. Breslin, without
calling for discussion of the topic – a procedure normally followed under the
Board’s own rules – asked Board Secretary Mr. Starrs, to call the vote.
That action cut off the possibility of any comment
from the public, should anyone have been present at that hour.
The motion carried by a comfortable margin of
six to three, with board members Jill Gladstone and Jackie Barlow voting in the
negative, while board member Aaron Kurdyla abstained.
